Dr. Sheetal Rahi Lookhar
MEL and Evaluation
Sheetal has led monitoring, evaluation, and learning advisory work across multi-country initiatives in collaboration with health ministries, multilateral agencies, philanthropic funders, public health institutions, and academic partners. She specialises in developing robust theories of change, KPIs, indicator validity and data collection mechanisms that translate complex information into actionable insights for measuring impact of organization strategy.
Experienced in health systems strengthening, immunisation, child health and research portfolio oversight, Dr Sheetal has guided large-scale grant programs, integrating outcome measurement, equity considerations, and learning systems to enhance impact. She has co-chaired global immunisation sub-groups to drive the introduction and scale-up of lifesaving childhood vaccines in high-burden countries through analytics, policy support, and multi-stakeholder collaboration across research and advocacy to improve vaccine coverage and accelerate equitable access for vulnerable populations.
Dr Sheetal combines experience in strategy operationalisation and health system led MEL frameworks to support organisations in translating theories of change and enterprise-level objectives into measurable capabilities and benefits for adaptive learning and sustainable impact.
