Dr. Kevin Baker

Research and Evaluation

Kevin holds a PhD in Pneumonia Diagnostics from the Karolinska Institute, where he maintains an academic affiliation, and an MSc in Public Health from the London School of Hygiene & Tropical Medicine. He is the author of over 40 peer-reviewed articles spanning malaria, NTDs, pneumonia, diagnostics, and implementation science, and a regular presenter at international conferences including ASTMH and WHO technical meetings.
His evaluation work spans experimental and quasi-experimental designs, qualitative studies, rapid reviews, and mixed-methods approaches, conducted across more than ten countries in Sub-Saharan Africa and South Asia. He has particular experience leading large-scale qualitative evaluations of novel health interventions, including new seasonal malaria interventions in Mozambique, pneumonia diagnostics across a multi-country trial spanning Africa and Asia, and, most recently, innovative mpox diagnostic platforms in Uganda. This work sits alongside quantitative multi-country impact evaluations and strategic data systems work. Most recently, he led two major commissions for the Global Oxygen Alliance (GO₂AL): the design of a full organisational MEA framework, including a 128-indicator monitoring system and Theory of Change across five working groups, and a strategic landscape analysis of the global medical oxygen data ecosystem, producing seven prioritised workstreams for GO₂AL's Strategic Information Working Group. Dr Baker is also experienced in participative guideline development, most recently developing the perennial malaria chemoprevention(PMC) guidelines for Republic of Congo.
Prior to independent consulting, Kevin spent over a decade as Senior Research Advisor at Malaria Consortium, where he built and led the organisation's research and MEL function across a $40M+ portfolio, growing research funding by 80% and increasing knowledge outputs by over 100%. He has provided high-level MEL and research representation to FCDO, UNICEF, WHO, USAID, BMGF, and GiveWell, and has served as a special adviser to the Lancet Commission on Medical Oxygen and Co-Chair of the Every Breath Counts Research Group.
